How is CAREC Governed?
Priorities and programmes are determined by a Scientific Advisory Committee (SAC) and a
Directing Council. Representation, includes CARICOM, Ministries of Health, the University
of the West Indies, and other academic institutions in the Caribbean, as well as PAHO and
other external agencies.
The Scientific Advisory Committee reports to the Directing Council. The Council in turn
makes its recommendations to the Director of PAHO. CAREC is linked with PAHO Headquarters
through the HCP Division and functions as the operative unit of HST in the Caribbean.The
Centre itself is a decentralized unit of PAHO/WHO with direct responsibility for staff
recruitment, salary and general operating cost payments. It enjoys special privileges from
the Government of Trinidad and Tobago, including duty-free entry of supplies and equipment
which minimizes operating costs, and can seek quality staff on both the national and
international markets.
